Dr. Abbilyn Miller (she/they) brings a wealth of knowledge and expertise to the intersections of housing, healthcare, and social services. She has done the hard work of changing systems amid complex organizational bureaucracy, multiple layers of government, and confounding jurisdictional battles—driving quality improvements and approaches in homelessness response for over 18 years. Currently Dr. Miller serves as an independent consultant, working with State governments and non-profits across the country to create the conditions and build ecosystems for data-informed decision making. Their work centers social determinants of health and emphasizes racial equity, transgender and queer inclusion, and inclusion of lived experts in designing systems that work for people. They regularly translate across sectors – including housing, healthcare, and social services, and systems – and across all levels of government, elected officials, private developers, IT systems, social service agencies and healthcare providers. She understands a broad spectrum of perspectives rather than believing there is a single “truth” to be found. They are naturally curious and enjoy inspiring curiosity in others. Dr. Miller served nine years at the US Department of Housing and Urban Development. They worked as a member of HUD Secretary Shaun Donovan’s strategic planning team. Worked as a senior leader in HUD’s homeless assistance office, and has served in C-suite positions at nonprofit and quasi-governmental agencies. They serve on the Board of Directors for the Institute for Community Alliances (ICA), an organization that provides Homeless Management Information System (HMIS) services to States and communities throughout the United States. Dr. Miller holds a Doctorate in Environmental Design and Urban Planning and a Master in Communication from University of Illinois Urbana-Champaign. They received a HUD Doctoral Dissertation Fellowship for their research on community planning and design of homeless-dedicated housing.
